TSG-15591 - tsg-x和9140环境，deny-quic协议的drop after n packet设置为非0值时有阻断效果，但未产生安全日志 RESOLVED
TSG-14336 - deny ftp的策略，当Drop packet after N packet设置为64时无阻断效果
