zhangdongxu aea321f207 1、基础协议和隧道协议入库改为只入NTC(2)库,删除阀门(5)库；

2、编译配置添加CONT_TYPE、ATTR_TYPE、CONT_LABEL、TASK_ID、AFFAIR_ID不能为空的验证；
3、添加配置文件：说话人识别(0x10C、0x18C)、台标识别(0x10D、0x18D)、人脸识别(0x10E、0x18E)
