TSG.BJ环境测试发现Shaping中Fairness的Priority功能无明显效果

问题现象:高优先级排队时,低优先级仍然能获取到流量,不符合预期

现场查看界面删掉的配置在shaping中仍然存在引用计数大于1

修改方案使用maat推荐的自动垃圾回收机制自动释放配置
