提供TSG21.09版本软件安装包和安装文档给K18业主

根据K18业主要求，现需要提交TSG21.09（对应版本NZ）安装包和安装文档:
- 请各组件将安装包上传至https://de.files.gdnt-cloud.com/library/58fdaf93-7459-4801-9592-7026c6aff118/K18/22.05%E5%AE%89%E8%A3%85%E5%8C%85-TSG%26NZ，上传前请检查安装包中默认配置，配置可以为通用配置，通过安装文档说明更改，但是不能是其他生产环境的配置，例如data center中默认值可以是city a，city b，但是不能是Old Airport，Microwave这样E现场的名称； [~zhangwei] [~doufenghu] [~luqiuwen] [~fangshunjian]
