【M22项目-Policy Usage-System-Ports】Maximum和Available异常

描述：当前Maximum和Available只有一个
复现步骤：
依次点击Policy Usage-System-Ports
当前问题：如下图所示，Maximum和Available只有1个，但仍可继续创建ports，详见下图：

已修改现场Nacos资源上限参数，请复测

与[~leijun] 确认，当前ports上限已经改到1024
在界面进行查看，ports的上限为：

复测通过，关闭此bug
