TSG.BJ环境：Shaping Profile（Fair Share）获取带宽异常

环境：tsg.bj shaping策略ID：4269 profileID：3003、3004、3005
描述： 4269引用3003（primary）、3004、3005三个profile，其中3003和3004都是fairshare 40Mbps带宽。查看profile带宽使用情况时发现，3003的40Mbps未用尽，就借用了3004的带宽。

1.将borrow profile去掉，只保留primary profile（带宽40M），依然只能获取到10+M的带宽，且shaping的实时统计有丢包
2.swarmkv中查看active member为40—70波动，shaping_engine和shaping_sentinal两个节点信息一致
3.将divisor由256修改为1024、2048、4096，实际效果均无改善
4.shaping收集信息统计每秒获取token，每秒获取在9M——12M之间，每秒均有大量获取不到token的请求

请提供上述问题，在测试过程的源ip网段，以及是否可以通过Session Recorder日志导出测试过程中出现的具体源IP信息

补充测试：将profile类型改为generic，带宽获取正常
