暂时为所有issue类型添加field resolution，稍迟调整到仅针对bug 类型

change issue type BUG workflow of OMPUB to "OMPUB: Bug Workflow", which is the same as the bug workflow in proj TSG
make field "resolution" available in workflow step "Resolve Issue" of "OMPUB: Bug Workflow"
Note: proj OSS and GDEVPM share the same workflow with OMPUB.
