Bole-IGW两台NPB丢包级别为600-700pps，LGH-PE丢包级别为15K-35Kpps，对应丢包的时段均触发Overload Protection

* 2024-01-15丢包，存在单核CPU使用100%(sys: 30%左右)，如下图:
 ** 版本: tsg_master-6.0.50.f52734b-1.el7.x86_64
